How it works
Value Added Tax was introduced in the United Arab Emirates on 1 January 2018 by the Federal Tax Authority at a standard rate of 5%, which remains the rate today. VAT applies to most goods and services consumed in the UAE. A small set of supplies are zero-rated (still taxable at 0%) — including exports outside the GCC implementing states, international transport, certain healthcare and education services, and the first sale of new residential property. A separate set is fully exempt — most notably residential leases, local passenger transport, and many financial services. Designated free zones can treat business-to-business goods supplies as outside scope under specific conditions. Businesses must register for VAT once their taxable supplies and imports exceed AED 375,000 over the previous twelve months, with voluntary registration allowed from AED 187,500.
